California Gov. Gavin Newsom has vetoed a measure allowing illegal immigrants to get home loans without having to pay interest.
Newsom, a Democrat, issued his veto of Assembly Bill (AB) 1840 on Sept. 6. Had the proposal been signed, it would have made some illegal aliens eligible for up to $150,000 in state-backed home loans. According to POLITICO, Newsom’s veto came a day after former President Donald Trump voiced out his intent to block illegals from receiving home mortgages if he wins in November.
The governor cited funding concerns as a main reason for his veto of AB 1840, writing: “Expanding program eligibility must be carefully considered within the broader context of the annual state budget to ensure we manage our resources effectively.”
“The bill that was sent to me was [on] a program that had no money, and it was expanding eligibility to a program that had no money. It seemed rather curious to me, so it was unnecessary and completely consistent with prior vetoes along those similar lines.”
ABC 7 reported, citing the California Department of Finance, that there was no money allocated for the California Dream For All (DFA) program in this year’s budget Newsom signed in June. Twenty million dollars was earmarked for the program in last year’s budget, while $500 million was set aside for it in 2022.
The DFA program – which provides loans to first-generation home buyers – is run by the California Housing Finance Agency (CalHFA). It offers up to 20 percent and no more than $150,000 for a down payment or closing costs on a home as per the CalHFA, which is under the state-level California Department of Housing and Community Development. Newsom said in June that the Golden State has approved home loans for nearly 4,000 families since 2023 under the DFA program.
“Newsom has repeatedly warned fellow Democrats in Sacramento not to provide cannonfire for Republicans in an election year, issuing pleas for them to tamp down the raging culture wars rather than provoke them with hot-button issues,” POLITICO wrote. AB 1840 cleared both chambers of the California State Legislature, but not without dissent from some moderate Democratic lawmakers. Democratic Assemblymember Joaquin Arambula, who carried the measure, lamented Newsom’s veto in a statement. The state representative said he was “deeply disappointed” with Newsom’s veto, arguing that AB 1840 wasn’t about immigrant policies or the housing crisis.
“I have always believed this bill is about fairness. The veto doesn’t change the fact that many people – including undocumented immigrants – dream of owning a home so that generational wealth can be passed to their children. They are people who are responsible, work hard, and pay their ample share of taxes,” Arambula stated.
According to the Democratic lawmaker, he introduced AB 1840 in response to an existing federal law that prevents undocumented immigrants from participating in state benefits without a state law providing for eligibility. To qualify for a loan, illegals would have needed to have Social Security or taxpayer identification numbers – meaning they pay taxes.
In contrast, GOP state senators argued in a veto request to the governor that AB 1840 would “further stretch the limited public resources available to those who are following the law and want to purchase a home.” They added that “legal California taxpayers are already struggling to purchase and maintain their homes.”
“I have a heart for everybody that’s living in this country, but there are some people who have not yet found themselves worthy of taxpayer benefits,” GOP Assemblymember Tom Lackey said on the floor before AB 1840’s passage. He continued that it would be unfair to create a law that would “defy accountability on every front.”
GOP State Sen. Brian Dahle, who ran against Newsom in the 2022 gubernatorial race, said the incumbent’s veto was the right thing. He nevertheless issued scathing remarks against the ruling party in California.
“[Newsom] is the master of gaslighting. I mean, they’ve been doing it forever,” Dahle commented. “I’ve been here 12 years, and all they do is politics.”
